Sheer Force - Adrenaline Rework

Reworks Adrenaline: Slows Down the World at Max Adrenaline, the Player Retains Their Speed.

Upon Hitting Max Adrenaline The Player Can Activate Sheer Force.

After Activating, The World Slows Down to 75% Speed, The Player Speeds up to Compensate, Adrenaline Drains by 0. 6 Points per Second and Cannot be Generated Until it Fully Drains, so Around 5 Seconds.

For the Mod to Work Add This Under "VisibleVars" in input.xml in bin/config/r4game/user_config_matrix/pc:
