No configuration. Skill lists are sorted on-demand, so disabling the mod through REFramework's interface and re-opening a skill list will leave it unsorted.
Skills are sorted programmatically, so this should "work" with any language, but it uses simple string comparisons, so I can only guarantee the sorting will make any sense in English. Sorry!
