Tundra Civilizations Rebalanced

IMPORTANT NOTE: As of April 2021, the Lavra changes of this mod were incorporated into the base game and are no longer part of this mod to avoid double points being granted accidentally. This is mod now tweaks only Canada. Small balance adjustments for Russia and Canada moving both more towards an average power level. Includes a nerf for Russia's Lavra, reducing the Russian GWAM spam as well a buff for Canada which actually lets them settle Tundra properly. Features Lavra: The Great Person points from the Lavra are staggered. A Lavra without buildings only provides the extra Great Prophet points now (for a total of +2). It requires a Shrine for the +1 Great Writer point, a Temple for the +1 Great Artist point, and a worship building for the +1 Great Musician point. In the end, the Lavra still gets the complete bonus, but Russia no longer starts collecting Great Musicians in the ancient era. The Last Best West: Canada receives +1 Food on Tundra and Snow tiles and further +1 Culture on Snow tiles instead of extra Food for Camps in Tundra or Snow. Together with the ability to build Farms on Tundra, this allows Canada to treat Tundra tiles as if they were Grasslands tiles. Further incentive is provided to even settle snow, making it easier for Canada to secure good locations for its Ice Hockey Rink unique improvement. Ice Hockey Rink: can now receive the +4 Culture bonus from not just from an adjacent Stadium but also from an adjacent Aquatics Center instead. In order to avoid breaking saved games, it is possible to activate this mod even without Gathering Storm, but of course it will not have any effect then.
