Vibrate Controller Instead of Screen Border FX

I'm not a fan of the coloured screen border effects but I do find it useful to know when I'm at low health or high toxicity.  With this mod installed, for both conditions, the red/green borders don't show.  You get a strong vibration when you cross the threshold, followed by soft heartbeat-like pulses whilst the visual effect would have been playing.  I also prevented the short flash of the red border effect when you take damage from a hit and replaced it with a very soft vibration.

It's mostly annotated but I had to add a couple of lines to effectTypes.ws and gameEffectManager.ws.  Any merges in these files should be minimal and easy to resolve.

I have now included the option to add vibrations while retaining the screen FX for those who enjoy them.

The last update I appear to have just re-uploaded the old file by mistake so this version actually includes the changes and I noticed that Ciri's health was not being correctly tracked so I removed the vibrations during her sections.  It's not really an issue for me but I think I could get it working properly for her as well if there was any interest.

I've made a version for use with W3EE Redux but I haven't tested it other than to see that it compiles and boots ok.  If anyone uses EE I'd appreciate feedback as to whether it's working fully together or not.
