Great Federation The Stellaris 4.5 Public Beta is currently not supported. This version requires the corresponding Ethics & Civics expansion mod. To access the main political systems, use a non-Hegemony federation, reach Medium or higher Centralization, and change the succession type to Election. Turn Federations Into Political Communities In vanilla Stellaris, federations are mostly diplomatic frameworks built around bonuses, shared fleets, and a limited set of laws. Internal politics rarely develop into meaningful struggles between members, ideologies, and competing interests. Great Federation rebuilds this experience with a Federal Assembly, presidential elections, bill proposals, Council review, formal voting, political operations, caucus alliances, and political rights for federation members. Federations can now debate, compromise, form coalitions, oppose one another, and gradually change direction through internal politics. Core Features 360-Seat Federal Assembly Great Federation establishes a 360-seat Federal Assembly. Seats are not divided equally between member states. Representation is calculated from politically represented citizens and domestic faction support, allowing internal politics to directly shape federation politics. Different political caucuses compete for influence across the Assembly. 181 seats are required for an absolute majority. Federal Presidential Elections Eligible federations gain a new presidential election system: Eligible member states may nominate candidates. Candidates must belong to independent states or subjects with sufficient diplomatic autonomy. Leader level, class, ethics, incumbency, traits, and political promises affect support. A candidate reaching 181 seats in the first round wins immediately. If nobody reaches a majority, the two strongest candidates enter a runoff. If only one eligible candidate exists, that candidate may be elected unopposed. Candidates may negotiate with caucuses, attract non-aligned representatives
