Remove Good Traits

Its always bothered me that we cannot remove or add negative traits without an ascension perk. We can add good traits but then cannot remove them. As if the DNA itself is fighting back to prevent itself from being removed... That tends to make the best choice in designing your nation to give them as few points as possible so you have a nice blank base that you can work with if you dont plan on going down biological ascension. Now with this, Advanced Modification is unlocked with Targeted Gene Expression instead of Genetic Resequencing which instead now just unlocks advanced traits. Id much rather not allow portrait modding but idk if feature flags are even anything accessable to modders so that just has to stay. No vanilla files where harmed in this (as in no vanilla files have been overwritten)
