Persistent Distraction Fix

The Persistent Distraction ability is slightly bugged. Its description says:

Whenever the rogue is contributing to the Flanked affliction on a target, the victim is also Distracted.

However, it doesn't work the way its description suggests. It actually works like this (as of patch 3. 8. 0. 87535):

Whenever the rogue causes a target to become Flanked, the victim also gets Distracted

In other words: If the target is already flanked by two or more characters, and the rogue joins the flankers, the target won't be distracted.

This mod fixes the flanking logic to register newly added flankers, even if the target is already flanked. This causes Persistent Distraction to trigger correctly, matching its description.
