Idk how (I don't care enough to dig into it tbh) but whatever Bethesda has done regarding handling geometry decal alpha, is broken and overflows (or underflows?). As far as I know, the issue seems to be patched on D3D9 Nvidia drivers, but if you use other GPUs, or DXVK, you can be met with blood turning into Christmas lights, colorfully flickering. (Usually requires a bunch of decals overlapping each other).
Anyway, fixed.
