Power Armor is a loud, clunky hydraulic frame of moving metal composite plates. Have you heard those footsteps? How can you possibly sneak
around in that?
You are now half as effective at stealth while you are wearing power armor, unless you have a Power Armor stealth boy upgrade installed on your suit.

This is also meant to further differentiate power armor from normal armor.
Now you'll have to decide if it’s worth using and actually suits your character's play style, rather than just using it because it’s good. Quiet and stealthy characters wouldn’t have much interest in a personal tank, but loud and bold characters wouldn’t care..
