This is a contest entry outpost city plan for SS2. Build the war desk and then choose this plan from the city planner's desk. There is a room for the player at Level 3 and a surprise for you nearby. It has these plot types:

I was inspired by another contest entry, so I have provided a “Base” plan if you take Tenpines early game. Consider it a test.
It is level zero of the Outpost plan with some tweaks and is only meant to hold the location until chapter 3 and then you should change the plan to the outpost plan. The hope is that because there are few differences between this plan and level zero of the Outpost plan, it will be less trouble when switched out.
