The Outpost plan has these hard requirements:

The City Plan does not require Chapter 3
This is BOTH a City Plan and Outpost plan for County Crossing.
These plans are BOTH one-level plans and build at level 3 if you ensure Designer’s Choice and Starting Plot Levels are ON
Build the City Planner’s desk and choose the County Crossing Plan.
When you reach Chapter 3 and are ready to use CC Outpost,
build the war desk, then choose the Outpost plan at the city planner's desk.
TIP: If a plot seems off, not completely built, etc., pick it up and drop it again to refresh it, or refresh via ASAM.
*Also - I recommend using something like Dynamic Guard Mats or the mats from a mod like CvC along the fence and inside the cars.
The agility training plot in the City Plan allows for the two Advanced versions of the Aurellianis Turret plots that load with the Outpost plan.
There is no player apartment. You’ll have to sleeping bag it.
Be sure to delete the vanilla beds in the shack.
The plans vary only in bedrooms and a few other plots - see images.
