Improved Blizzard for D2RMM

The Blizzard Skill in Diablo 2 is one of the most used skills but in Vanilla it remains unreliable from a gameplay perspective. The reason for this is that server hit registration and the visuals on the client run a very different logic.

In the server logic the Blizzard skill produces invisible missiles which are responsible for registering the damage but the frequency and the hit pattern does not get represented in the visuals at all. This leads to frustrating behavior like placing the Blizzard on top of an enemy and the enemy still not getting hit. Additionaly the huge damage hits from the missiles do not feel like a snowstorm but more like a series of huge bombs going off where sometimes they dont even explode and you ask yourself why.

This mod changes the Blizzard skill to make it more reliable and predicable by increasing the frequency of the invisible missiles by a factor of 4. To compensate the additonal damage output the base damage has been reduced to 25% of the vanilla value. The mana cost has also been increased by roughly 30 % as the more consistent damage output is making Blizzard more powerful as well.

Combine this with my other mod Improved Thunderstorm for a new dual element Hell playthrough were the full power of cold and lightning is at your disposal.
