Semimaru Quest Restart Bug Fix (Reworked For 2.31)

Patch 2. 31 fixed this in part, but not fully. More info below & in sticky post.

Quick hotfix for an issue with the new-for-2. 3 Motorbreath quest.

If you fail to either catch the Semimaru or defeat its drivers for the first time, River says he'll get back to you when the car resurfaces - the problem is, in 2. 3 he never does due to a bug, and even though 2. 31 fixed this, there's still no HUD notification of his text, and the quest objective itself stays on 'Wait for River' as well. (Even though the text is in your phone..)

This mod originally fixed all three of these issues - Updated to v1. 1, it now fixes just the HUD notification of the text, and the wonky journal quest objective logic.

These are actually the heavier revisions in the game files (compared with the trigger solution), so I'm not sure this part will ever get fixed officially.

N. B.: The timer itself changed in 2. 31, and v1. 1 update of this mod continues to respect that. SPOILER - After missing the Semimaru, you now only have to wait 22 hours (used to be 3 days), before River texts you again.

IMPORTANT! Still working if installed afterwards as well. (I.e. no need to go back to a save from before starting the quest.) 

Thanks to MisterChedda, for pointing me towards the WolvenKit Nightly channel, which includes the 2. 3 archives (including this new quest) earlier than the stable channel.
