A simple fix so Adrenaline always decays.
If any effects provide Adrenaline, you don't hold on to it by not having the Adrenaline Rush perk. Base decay rate is larger than the Adrenaline Rush perk decay rate; that way vanilla behavior is preserved while having the perk is still a clear benefit. It's a single TweakXL YAML. Compatible with mods that don't alter OvershieldDecayRate
