In Witcher 3 experience required for next level grows very slowly. It starts at 1000xp to level up and raises by 500xp every 10 levels. If a reward of X xp was significant at lvl 1 it will still be significant at level 25. Looks like CDPR wanted to prevent this and introduced scaling xp reward to player's lvl. You get full xp from quests unless they are 6 or more levels below You, in which case you get close to nothing. It has an ugly side effect of encouraging players to do quests 5 levels below their level. It doesn't really work for open world games. That's why i'm removing this along with extra experience for killing red skull enemies.
Because You'll gain more experience than designers intended it is advised to use this mod together with some mod that raises experience required to lvl up.
The game gives huge buffs to enemies whose levels are greater than player's level by 6 or more. It's unusual form of level scaling where enemies instead of scaling to your level, scale FROM your level. Some players, including myself, consider it ridiculous. I believe that creature's level should depend on its power, not the other way around.
Enemies and quests keep their level dependent colouring.
