[3.x] More Parallel Megastructure Construction v2

======================== **English localization included in-game but not shown in preview. This is a more 'elegant' implementation of my older mods: https://steamcommunity.com/sharedfiles/filedetails/?id=1768318052 ,and https://steamcommunity.com/sharedfiles/filedetails/?id=1767724662 It is recommended you unsub the two above mods (if you are subbed to them) and use this mod only. A simple mod that adds a starting tech, which gives the following: - Increase megastrustures building speed by 100%. - Increase the number of megastrustures you can build in parallel by 8. - Increase alloy storage by 50,000. Note that, being a starting tech, the AI empires have access to it as well as you do. This mod does NOT increase the total number of megastrustures you can have; it is to be used in conjunction with such mods. It's obviousily not quite balanced. But why have balance when you can have fun instead? This mod does not overwrite any existing file. Therefore should be compatible with virutally any other mod. This is why I call it the 'more elegant' solution. Not achievement compatible. All players must have it enabled to use in MP. Load order shouldn't matter at all.
