!!Extra Two Civics in More Ethics and Civics Rebuild

Here is my mini-mod to allow you to use 5 civics on your empire when you use my More Civics in Ethics and Civics Rebuild mod. Please do NOT run this mod at the same time as my 4 civics mod or it will potentially not work. I know some have requested for this so I finally was able to do it. There are a lot of new civics to explore.
