!!Extra Civic in More Ethics and Civics Rebuild

This is a small patch mod that edits one line in 00_defines.txt to make you have 4 civic choices in the empire creation screen. It is meant to be used with any of the Ethics and Civics Rebuild so you can choose 4 civics instead of 3, but it can also be used without those mods as well if you just want to have 4 civics per empire. Use in combination with any of these mods, or by itself to have 4 civics. Note, pick only ONE to subscribe to and use. Having the "!!" at the beginning of the mod names causes this mod to be loaded before any of the Overhaul or Rebuild mods so it works fine with them but overrides their 3 civic points and makes them 4 civics points. Give thanks to Petruxa for creating the original Ethics and Civics Rebuild and ThugQueen69 for expanding on my ideas with his own mod.
