It is not craftable, but if you really want to become a snail yourself, you can give it to you through console commands. Just type in "help enlightened 4 armo" and the ID of the body and head armors will show up.
Installation:
Use a mod manager or extract the zip file in your Game Data folder and dont forget to activate the esm.
If you are using the loose files version and encounter black textures, also extract the texture folder to your MyGames/Starfield/Data folder.
