Obsidian Weathers introduces seasonal weather system, it's really nice thing, but winter season affects all regions, even non-snowy. This mod aims to disable snowy weather in non-snowy regions (Falkreath, Riften, Whiterun, etc) so it behaves more like in vanilla. It doesn't entirely disable seasonal weather system, only winter season is affected in all non-snowy regions.
