Patch for Imperial Waters and Better Cities 6. 08 (v0. 96)

1. WHAT DOES IT DO?
This is my first mod/patch so please be indulgent with me :)
This mod make the possibility to use the Imperial Waters mod and the last Better Cities version (6. 08). BC 6. 08 added walls from some imperial government buildings that hidden the waterfalls from Imperial Waters. Because i like IW, i decided to remove these buildings in order to see the waterfalls again. All the districts are modify despite the Merchant District because I don't know how to do this ( no waterplane) :)
The mod is in beta version because there could be some mistakes and i don't change the AI of the NPC from the imperial buildings. The autor of BC said to me that i need to change there AI or to delete them but i don't know how to change the AI and i don't want to make something that may crash the game. So i ask for help in order to do that and to tell me if there are some things I missed.
Thank you. Test, criticals and everythings that can help will be aprreciated.

Updates by grffnhwk:
The lack of sound for the falls was really bothering me so I decided to try and fix it. With benorun974's blessing I added sound effects to the waterfalls in the districts that have them and added new fountains to the Market District that serve to also hide a missing window near the statue in the water. I was able to get all the fountains/falls hooked up to the aqueduct quest as an option. See (un)Known Issues below.
2. KNOWN ISSUES
The water in the Market District "lost" it's animation for some reason but I was able to get it back. However, this also seemed to reduce my FPS in the district. For this reason, I also included a version (Still Water) that abandons the animated water and just puts a static placid water that avoids any FPS issues.
The Aqueduct Quest version works perfectly on a new game. I haven't been able to confirm it or not, but sound and marketplace fountains may not work properly if the Quest version is installed on an existing game. Sometimes it seemed to work fine for me, other times the marketplace fountains would stop, I think. I would appreciate feedback if this is the case. This patch is entirely dependent on Better Cities updates not breaking it. If Better Cities does update, there's no guarantee that this patch will remain compatible.
3. COMPATIBILITY
This patch needs:
Better Cities by Ismelda/Vorians
Imperial Waters by Mag1c Wind0w
4. (un)INSTALLATION
Install Better Cities: (1) Better Cities Primary Resources; (2) Better Cities FULL
Install Imperial Waters: Activate ONLY The Imperial Water -BETTER CITIES.esp
This patch replaces Better Cities' inner walls and government offices with Imperial Waters' waterfalls, merging two visual overhauls for Oblivion. With 86 endorsements and 2,162 downloads, it's a niche compatibility fix for players using both mods. Last updated in 2018, it may require manual installation and load order tweaks.
✨ Key Features
📊 Pros & Cons
✅ Pros
- Fills a real gap for players using both Better Cities and Imperial Waters (86 endorsements show it's appreciated)
- Simple purpose: merges two popular visual mods without extra bloat
- Lightweight patch — just swap textures, no new mechanics to learn
⚠️ Cons
- Last updated in 2018 — may be outdated for current Oblivion mod setups
- Requires two other mods to work, so it's useless unless you already have both
For Oblivion players who've already installed Better Cities and Imperial Waters and want a cohesive look. Skip if you're not using both mods — this patch does nothing on its own.
