By default you can enter Slow Motion mode only on kill/knock animations,
making it some sort of bonus for your combat prowess.

For added fun you can try enabling the on hit option or even the Alt + mouse wheel scroll down combo to enter Slo-Mo any time.
This can be very handy to live test any animation related mod too.
Khajiit on skooma slow time effect on Hit from PVP mod should still work well enough with both mod effects running but let me know if there are problems.
