A balanced speed and fatigue cost rework.
Description
Contrary to most rebalance of this type, this mod doesn't modify the base fatigue regeneration, nor delete the fatigue cost, it only reduces the fatigue cost and increase the minimum speed, while conserving the vanilla maximum speed of 300.
That keeps it from messing with the hand-to-hand combat system, or other fatigue uses (like other mods).
With low endurance and heavy encumbrance you will rather slowly lose fatigue while running, and will end up even at 50 or more endurance. Same with swimming at 100 endurance. So if you are even, you don't consume fatigue, but also can't regenerate it while running.
This mod also doesn't mess with combat or acrobatics costs, as I believe vanilla Morrowind combat stamina to be well thought out, as you were supposed to already come to fights with full stamina, this mod just alleviate the need to take break in exploration or walk in dungeons for a faster paced Morrowind. That also increases compatibility.
This mod increases the breath time from 20 to 40 seconds (there is a GMST that was supposed to give a bonus to it from endurance but it never worked).
Minimum levitation speed is also increased a bit for convenience.
That means :
Vanilla fatigue regeneration (not modified) is : 2. 5 + (0. 02 * Endurance) fatigue/sec. So at 30 endurance (lowest starting value) = 3. 1 fatigue/sec, at 50 endurance = 3. 5 fatigue/sec and at 100 end = 4. 5 fatigue/sec.
In vanilla Morrowind running cost 5 to 7 fatigue/sec depending on encumbrance.
Now running will cost you between 2. 5 to 3. 5 fatigue/sec depending on encumbrance.
In vanilla Morrowind swimming (in running) costs 7 to 9 fatigue/sec depending on encumbrance.
Now swimming (in running) will cost you between 3. 5 to 4. 5 fatigue/sec depending on encumbrance.
