Simple mod. i added destruction and medium armor as favorite skills for the legion, but removed spear to deal with the 7 skill limit.

no idea how lore friendly this is but darn it i want my nibenese mage to be able to actually advance through the legion ranks. you're more of a wandering mercenary on their payroll the way the game works anyway so it'd make sense they'd employ individual mages. especially ones who know destruction. not to mention the actual military force by the time of skyrim had battlemages. rant over
