📋 About This Mod
Illegal Summoning
By: OperatorJack
Description
This mod makes it so that performing a summoning spell in a town or city is illegal, as it was originally intended to be. Performing a summoning spell and being caught while doing it will give you a bounty of 500 gold per summoning effect, per cast! If you cast a spell with 8 summoning effects, you will gain a bounty of 4000 gold. However, like with other crimes, it is possible to cast a summoning spell and not get caught. Guards will respond similarly to as if you stole an item or attacked someone.
This functionality applies to NPCs and creatures as well.
This mod IS NOT compatible with OpenMW, at least until support for MWSE mods is added.
MCM Configuration options
1) General Settings
- Set the bounty value that is applied to the player when a crime is committed.
- Set the distance at which guards will be called when an NPC performs an illegal summon.
2) Whitelisted NPCs
- Choose NPCs that are allowed to cast summoning spells. Telvanni guards and certain high-ranking Telvanni Faction leaders are whitelisted by default.
3) Blacklisted Magic Effects
- Choose any magic effects which will trigger a crime, even if the NPC is whitelisted. Future compatibility with my upcoming Magic Framework is already included, blacklisting summoning spells for Ash creatures.
4) Whitelisted Magic Effects
- Choose any magic effects which will never trigger a crime. Summon Ancestral Ghost is whitelisted by default.

Illegal Summoning is a Morrowind mod that uses MWSE Lua to make summoning spells illegal in towns and cities, affecting the player, NPCs, and creatures. It enforces the original game design where summoning in civilized areas is a crime. With 133 endorsements and 5,372 downloads, it's a niche but appreciated gameplay tweak for Morrowind players.
✨ Key Features
📊 Pros & Cons
✅ Pros
- Adds a lore-friendly law enforcement mechanic that makes sense in the game world
- Affects NPCs and creatures too, so it feels consistent and immersive
- Decent community support with 133 endorsements and over 5,000 downloads
⚠️ Cons
- Requires MWSE Lua, so it won't work without that dependency installed
- Last updated in 2021, so it might have compatibility issues with newer Morrowind mods or patches
- Niche feature that only affects summoning in towns—might not be noticeable if you rarely summon there
For Morrowind players who want a more immersive and law-abiding world, especially those who role-play as mages and want consequences for their actions. It's also great for players who enjoy mods that enforce game lore. Skip if you prefer unrestricted magic or don't use summoning spells often.
💡 Beginner Tips
- Make sure you have MWSE (Morrowind Script Extender) installed and updated to the latest version, as this mod relies on its Lua API.
- If you're using a mod manager like Mod Organizer 2, install this mod as you would any other, but double-check that MWSE is active in your load order.
- Test summoning in a town after installing to see the new behavior; if it doesn't trigger, verify that the mod is enabled and MWSE is running.
