Halberd Damage Tweaks

I've always found it odd that the Dwarven Halberd is the only one in the game that actually behaves like one. Bit strange that none of the other halberds' axeheads do much damage, ain't it?

Hence this mod, which changes the inconsistent damage values of halberds to create a new stat progression, using the Dwarven Halberd as a basis. Other mods that serve this purpose do exist, but none that simply leave the rest of the weapons' stats alone. This is for those not interested in a complicated rework, just a secondary stat buff.
