Good Citizens Hand Over Skooma
Introduction
Did you loot skooma or moon sugar from some pesky smugglers, but now you don’t know what to do with it since you’re not roleplaying as a drug dealer? Mamma mia! Well, here you go. Now you can hand over your skooma and moon sugar to high‑ranking members of the Imperial Cult or the Tribunal Temple.
The Imperial Cult and the Tribunal Temple will grant you a “finder’s fee” equal to exactly one tenth of its base value, which is 5 gold for moon sugar and 50 gold for skooma. The rate is not competitive at all, and it shouldn’t be; otherwise, dealers might start selling to the Empire for easy income. There is no special rate for members or vice versa, as that would simply encourage corruption.
You can learn of this scheme when you ask about a “Little Secret” from generic NPCs. You also encounter the information when speaking to publicans and traders who offer the vanilla 'skooma' topic, usually when you encounter service‑refusal dialogue. You can read more about this under Compatibility.
This is also compatible with Tamriel Rebuilt. I've added extra dialogue to take into account the Imperial Legion questline in Firewatch.
Why is the Imperial Cult running the scheme instead of the Imperial Legion?
1. It is far easier for the Legion to hold the Cult accountable than it is for the Legion to hold itself accountable. The Cult can be required to keep clear records of every handover and destruction, and the Legion can audit or inspect that process as an outside authority.
2. The Legion confiscates contraband and stores it until it can be destroyed. This creates stockpiles and temptation. If someone regularly supplies their lockups with large amounts of contraband, dissatisfied legionnaires might attempt to take advantage of the situation. The Cult, on the other hand, is better suited to receiving contraband for immediate disposal. Their beliefs frame it as poison for the soul, not evidence in a box.
3. The Legion enforces the law. Since Imperial Law treats contraband as illegal, a legionnaire’s response could be to arrest you and confiscate it. The Cult, by contrast, can offer a “safe surrender” channel. They encourage you to hand it over voluntarily on ethical grounds, without turning the interaction into an arrest.
And the Temple?
It makes sense for the Temple to want to ensure that their citizens have a safe way of doing the right thing and handing over goods that can corrupt the minds of their people.
