This mod adds a layer of realism by making traders in Morrowind wary of unverified alchemists. If your reputation is low and your Alchemy skill is lacking—you might not even know all the effects of your own concoctions!—they will refuse to buy your home-brewed potions, fearing they might be poison or mere swamp water.
As for poisons, the only souls interested in them are those who already have one foot in a grave—someone else's. You'll need to seek out criminals, assassins, and other lovers of the macabre, as no upstanding merchant will risk the guard's attention for a few vials of "quiet death."
If you do not meet a buyer's requirements, your potions/poisons will not be listed for sale to them (They are temporarily removed from your inventory until dialogue is finished.)

There are three tiers of buyers:
Reputable Merchants: Most shopkeepers value their reputation. They will only buy your home-brewed potions if you have a high Alchemy skill (60) and a recognized rank in a respectable faction (Rank 3 in magical factions, Rank 5 in others). They refuse to deal in poisons.
The Criminal Underworld cares less about finesse and more about trust (Alchemy 30, Disposition 80).
The Elite & Powerful: Factions that operate on a different level - Telvanni, Clan Aundae, Morag Tong. They have the power, expertise, and need for dangerous concoctions, and they demand the highest proof of your skill and membership.
