Create a folder called mods in the paks folder in the directory wherever your game is installed. should be something like

C:\Program Files (x86)\Steam\steamapps\common\MarvelRivals\MarvelGame\Marvel\Content\Paks\

Make a folder in that paks folder to organize your mods. something like "~ mods"

Extract the zip file or move the folders into your mods folder.

should work after you launch the game
