[DRL] Angel of Vitriol (AoV)

this is the drl version of the mod! the jhc version can be found here: https://steamcommunity.com/sharedfiles/itemedittext/?id=3722209383 ------------ This mod adds a new angel challenge mode called Angel of Vitriol. (or AoV) In Angel of Vitriol, every enemy simply gains a +20% universal speed boost, like a reverse Angel of Light Travel. AoV can be dual angeled with all the other vanilla angels, and there is also an Archangel version, where every enemy gains a +40% speed boost instead. It's based on a proposed new challenge mode called "Angel of Turbo" for DRL v0. 11, and this mod is intended to be a testing grounds of sorts for the proposal.
