I decided to make this mod since no one addressed this issue as far as I know, and it's one of the more egregious LOD errors in FO4 in my opinion. Pretty simple, the water is flagged as full lod and will be visible. Plugin is an ESL so it won't take up a spot in the load order, and load order shouldn't matter unless it touches the water references. Check in xedit if you're unsure.
