F4SE plugin which implements full support for DLSS 4 and FSR 3. 1 upscaling for all game versions. DLAA support for ENB.

You can use Optiscaler to add support for FSR 4 and XeSS when using the DLSS Upscale Method Preference. This will also unlock the usage of FSR 3. 1 Native AA when using ENB.
To use Optiscaler, download the latest release and extract to your root directory, next to Fallout4.exe. Then, run the setup file to install the mod as dxgi.dll.
