I pm him to ask for his permission but had no answer, but in the comment of his mod he said that anybody who wants to continue his mod could do so. I will remove if he asks me to.
It just expends his mod his mod to cover scaling npc from dlc.
You don't need the original mod but please download and endorse his mod cause I didn't know how to remove npc scaling before opening his mod in fo4edit.
