Delays cells respawn timers. There are other mods doing this but I believe they aren't safe to use.

Cell respawn: 30 days "Cleared" cell respawn: 90 days
Why another respawn timer mod? There are already other mods doing this but I believe they aren't safe to use because they set the respawn timers to ridiculous high values. Due to how the Creation Engine handles game saves, almost all cells are actually supposed to reset their content to their original state after a while to prevent game saves to reach sizes up to the point where they can't be loaded anymore. So the timers must be set to values known to be safe. Better safe than sorry, you know.
