    Technical Yap

    Exterior cells are not initialized at startup, like most other game objects,

    instead they are loaded at runtime, when the player is near them.

    To quickly find said cells, the engine, every since (presumably) Oblivion,

    uses something called cell offset data.

    It tells the game where cells are located inside each individual plugin.

    If not present, the engine has to effectively search through your entire loadorder for a given cell,

    which can be really performance intensive, especially if you have many mods that add/edit cells.

    The problem is that they have to be generated using the Creation Kit's version control system,

    which no soul on earth uses.
