Weapon upgrade and reinforce buff

A little experiment for gameplay progression balance. I increased the damage increase that comes from upgrading weapons. I edited:

- Standard upgrade: now, with each upgrade, there will be more damage gained. The +25 upgraded granted 200% damage. Now, it's 300%. Scaling wasn't edited.

- Quality upgrade: here, only scaling was affected, with a decent overall gain, but not as drastic as the standard upgrade's.

An example is the Dagger (+25), base game, base damage: 181 (standard) and 145 (quality); with my mod it becomes 222 and 145 (but with both scalings to A).

Another example: Claymore (+25), base damages are 338 and 272 (B scaling); with my mod: 414 and 272 (B and B still).

This is super early and it's not intended to be a cheat. My mod aims to be an alternative to late game scaling fix mods and also improve early game damage. This way, the player should be able to deal decent damage to Margit and Godrick without wasting 2 hours looking for upgrade materials that still will cause no "yellow" damage.

Disclaimer: this is ridiculously not tested, you may end up being ugly overpower so you're encouraged to leave your feedback and opinions.

How to install:

- Put the csv file in res->GR->Data;

- Open your regulation.bin with Yapped (remember to back up your regulation.bin and PLAY OFFLINE, OFFLINE ONLY);

- Find the ReinforceParamWeapon line, and then Import Data. It will automatically install my csv in you regulation.bin;

- Click save and you're done.

Don't forget to play offline with a save file that you only use offline and NEVER online.

If you guys like this, I may spend time enpowering the rest of the upgrade parameters.

Update 1: Reworked Standard, Heavy, Keen and Quality. Right now, Standard seems to be the most effective upgrade type and that's not ok. I'm not looking to nerf Standard, but to boost Quality while still making Heavy and Keen more viable for pure STR or DEX builds. Still working on balancing. Feedback appreciated.
