I tried using this similar mod by @Seijax but found that the game was still rendering an annoying glitch effect in the formerly-vignetted area of the screen so here's my attempt at a fix. My mod deletes the effect event trackers in "base\fx\gameplay\perks\focused\perk_focused.effect" and that seems to have the desired result without causing any issues.
