Lowers quickhack damage across the board to bring them more in line with the health scaling (or lack thereof) of Realistic Combat Overhaul.
Working as of 2. 02.
Quickhacks are still very capable, but clearing entire encounters with them should take a lot more effort than just "slap 1 short circuit on each person"
