This mod prevents NPC traffic vehicles from starting panic-driving, shoving, or overtaking on simply being paused.

High priority panic will still work - like bumping into NPC vehicles or triggering combat in other ways will still cause panic driving. This mod does not touch that.

This mod is a simple global and lightweight switch for the panic blocked behaviour. Regular NPC vehicles anywhere will no longer enter that panic-driving/overtake escape behavior purely from waiting or being blocked completely.
