EDO is built around emergent situations rather than scripted encounters. A loud fight can draw in a local gang, their rivals, or a vehicle looking for you. A careless quickhack can put NetWatch on your trail. A job that goes wrong in the wrong district can follow you long after the last body drops.
Every district has its own character, its own power, and its own memory.
Build Community Heat and the people who control that turf begin to push back.
Earn Favour instead, and that same territory can become a place where people look the other way, offer help, or give you a warning before things turn ugly.

Gangs and corporate security remember what you do on their turf. Kill civilians, steal vehicles, or turn a quiet job into a public massacre and local Heat rises. As it builds, factions may send patrols, stalkers, armed squads, and eventually elite responses to make their point.
The other side of that system is Favour. Help a gang against its rivals, or make enemies of the people they already hate, and you can earn local respect. Favour reduces low-level reactions and can open the door to Roadman Wolvz's backup and other local advantages. It is useful, fragile, and easy to lose by betraying the people who gave it to you.
GUN RUNNING
After Act 2, Roadman Wolvz can point you toward a quieter way to build standing. Deliver spare weapons through drop points to turn unwanted hardware into eddies and local Favour. Different crews value different kinds of weapons, so knowing the neighborhood pays.
It is not a vendor replacement. It is a way to prepare a district before you need its people on your side.
