Configurable Tech and Smart Gun Timers

Description

Standing in the line of fire isn't quite a good strategy on very hard. Configurable Tech and Smart Gun Timers shortens timers by dynamically applying the bonus directly to the weapons, and I mean all weapons. That means, in terms of usage, that it just works. Always, on every weapon. Yes, even on modded ones.

A preset by a professional game designer is included. (Well, technically a content designer. I write side-quests, to be exact.)

Plans (soon™)

- current approach might allow generating individual settings at runtime. (i.e. adding settings for individual guns). This will need a lot of optimization. It'll likely take a while until I can do that.

- An alternate approach can do what this one does with a fraction of the performance impact. I might get that done as a snack.

- I can probably do some light optimization on the current build. Want to do that. Will do that. At some point.
