Maybe because you decided to kill the Netwatch agent but also, Showed Brigitte and her crew what a "Ranyon" does to dirty surfaces . . . , instead of peacefully leaving their hideout.
Consequently causing the businesses in Pacifica owned by the Voodooboys to reject V's access to their services.
This simple tweak will make it possible to acquire the Iconic weapons locked in certain shops in Pacifica.
