I could go through every parameter and explain what they do but that would be boring for the reader but in short this tweak makes the game use more of the cpu/gpu whilst balancing put the load across the cpu cores with gpu jobs, etc.
The main parameter is one that is not found in other Boot.cfg's is (job-worker-count=2) this is usually set the the same as your physical core count -1 so if you have say a Ryzen 5600 it would be set to 5 by default. I've found 1-3 was night and day better in terms of stuttering whilst walking around especially in cities. in short this is basically how many threads Unity can use for background jobs and 5 or 6 on a 6 core cpu causes bad frame times and stuttering in 7DTD.
