This mod swaps the appearance of starting swords to top notch swords.
Personally, i recommend the Top Notch Sword Fix mod made by nayefk93. It fixes displayed runes and oils, improves texuters and meshes. It works perfectly with this mod.
If something is not working, make sure to merge def_item_weapons.xml (and def_item_crafting_weapons.xml if using W3EE Redux version) under the Bundled Text section and select lines from this mod in Script Merger.
