Sign Rework

The Basic Signs in Witcher 3 have always been pretty underwhelming... Aard is a short stagger, igni deals some damage (Burn is OP though), Yrden is actually quite useful because it slows, Quen is way too OP and spammable, and Axii... it's Axii.

I have changed the Signs so they're more interesting.

Changes: 

Aard: Deals 0. 5% of Enemy HP and 50 Damage, every Player Level increases the Damage by 0. 1% HP and 5 Points. Alt Aard deals only 0. 5% of Enemy HP and Levels increase the Damage by 0. 05% per Level, Scaling to Level 41 (Max 250 + 4. 5% HP, Alt 2. 5% HP).

Yrden: Upon entering the Yrden Circle Stuns the Enemy for 2. 5 Seconds with an 8 Second Cooldown.

Igni: Burn Damage lowered from 2. 7%/s to 0. 3%/s. Increased Burn Duration to 5 Seconds. Base Damage at 40 and every Player Level increases Damage by 3 Points, Scaling to Level 41 (Max 160 + Sign Intensity Scaling).

Quen: No longer a one-hit Shield, now it's HP based. Every Hit breaks the Shield but if the Damage is Higher the rest goes to the Player, It starts at 400HP and every Player Level increases Shield HP by 5, Scaling to Level 41 (Max 600HP).

Axii: Disorients the Enemy and makes them Lower their Guard, Lowers Armor by 50 and Resistances by 5% for 7 Seconds.

Additionally, I changed Skill positions.

Row 1: Alt Skills.

Row 2: Sign Intensity.

Row 3: Former First Skills.

Row 4: Unchanged.

Small exception for Melt Armor and Pyromaniac. Melt Armor is Row 4 and Pyromaniac is Row 3.

For position changes to apply use "cleardevelop" command or start a new game.
