Better Upgrades - Runes and Glyphs

Note that I'm using this on the Steam GOTY up-to-date version (1. 31), but I think that it should work on anything, as long as you have The Witcher 3 and Hearts of Stone (this extension adds runes/glyphs). It does not change a lot of files, and all changed files are only related to runes/glyphs.

Highly inspired by Enhanced Runes by thril1 and RuneEnhanced by zxdong262 (and MrFisse for the latest version).

It basically achieves the same goals as those two other/older/outdated mods, but includes HoS runes and glyphs.

Initial Release v0. 1. 0:

Changes for v0. 2. 0:

• []Mending: 1/2/3 => 1%/2%/3%

Reinforcement glyph is unchanged (33%/50%/100%).

I'm not planning on releasing alternate versions nor anything like that. If you want different numbers, do it yourself, it's not hard.

Just tell me if something should be added. For example, I want to see what I can do for enchantments (they suck), not sure what's possible (also not sure I'll do anything).
