Fix Regeneration - Next Gen Compatible

UPD: This mod is confirmed to be working with Next Gen Update (4. 00)

Originally a double health regeneration fix from Improved Time Skip. Now separated and upgraded to fix other stats too.

The Bug

For each entity in the game there's a set of autobuffs, that are meant to restore health, stamina, oxygen, etc. all the time. On each frame each autobuff combines the effects other buffs have of its kind such as potions, perks, armour upgades and/or others. The problem with this is that each potion or food works as effect on its own as well applying regeneration along with an autobuff. Meaning the regeneration effect from potion and food is double from what it should be (in some cases it was x1. 5 for some reason).

The Fix

Mod makes the game to not apply regeneration for non-autobuffs if its target has an autobuff of the same kind. Most noticeable changes are food, Swallow and Tawny Owl that don't regen as fast anymore. I expect not everyone would care about this fix as it makes the game harder, but if you want things to work as they were meant to and have items regenerate as much as they say they would - this mod is for you.

Works on both 1. 32 GOTY and 4. 00 Next Gen.
