You are America's Vigilante in charge of keeping Chicago's streets free of criminal scum. Any civilian that you claim to be a criminal, is a criminal. You are now rewarded reputation for injuring and killing civilians (the police will still come for you, though). You no longer lose reputation for silly reasons. You now only lose reputation for actions taken against law enforcement.
