Dewf's Restart Announcer

This is my first mod that I'm releasing, this is a simple restart announcer with a pretty decent config, all you need to do is put your discord webhook url where it says WEBHOOK_LINK_HERE and then if you want to change the times to match when your server restarts it's pretty simple to do in the config by changing these lines

-- Base restart times (server local time)

BASE_TIMES = { "00:00", "04:00", "08:00", "12:00", "16:00", "20:00" },

-- Minutes relative to each base time (negative = before, 0 = at time)

OFFSETS_MINUTES = { -15, -10, -5, -2, 0 },

-- Which warnings to emit (minutes before)

WARN_MINUTES = { 15, 10, 5, 2, 0 },
