Energy Rebalanced

Complete Rebalance of the electrical Energy System: - Device consumption significantly decreased - E-Motor consumption slightly increased - Battery charge rate significantly decreased This Mod is compatible with any save game and can be enabled/disabled at any point without lasting effects on the save or currently loaded sub. The Changes with this mod will make the game more challenging overall, but also increases realism. Charging will take significantly longer, so conserving battery is much more important, although smaller devices won't deplete nearly as much battery as they currently do. Overall submerged range of the sub should be slightly decreased and closer to realistic values. The main goal of this mod is to increase realism, add a bit of challenge, and also nerf a current exploit out of existance - in the base game you can more than double your subs operational range by simply running on E-Motors only, then charging the battery while stationary or moving slowly, because currently conversion from fuel to battery charge is way too efficient, essentially creating energy out of thin air when charging.
